Ask HN: How good is facial recognition at large scale?

Facial recognition in public contexts is routinely in the news, especially when it is being conducted by authoritarian regimes. But I have also heard anectodally that current techniques are brittle and lead to large numbers of false positives at large scales. Can anyone point to good papers on the topic of facial recognition at population scale (hundreds of thousands of faces)?
