A bit of a submission statement: I've been thinking about this in relation to the political fallout from the Australian bushfires. A lot of people are blaming the current prime minister for the fires that have devestated Australia to an extent we have never seen before. I don't think the prime minister is to blame, but much like the last Tsar of Russia he has played a truly terrible PR campaign which has allowed people to pin the blame on him.
That kind of attitude had rather tough consequences for the Russian royals, a couple of decades later.

I think it's ok to blame leaders for such things. That will make them foresee and prevent those from happening, knowing they will be blamed.
