Ask HN: Recruiters do you decide pay on candidate's performance in coding test?

In one of my previous Job interview, When I declined the offer since the pay was no where near industry standard. The Interviewer during negotiation said that the pay is less due to my performance in coding test. Personally I feel this is a ridiculous reason. Has anyone ever experienced this kind of situation?
