Ask HN: Mass Mailing or SPAM?

Our service targets a very specific industry that is not tech-savy. A large list of relevant people with their emails is available on the government's website and we are tempted to do a mass mailing (I realise the law). What are the pros/cons? And which service would you use if you were to do this?
