Ask HN: Is it illegal to charge for scraping ads off?

"Death to ads" ideas:

1. Likely illegal? (reselling copyrighted content):

Service scrapes sites, cleans up content, removes tracking-ware and gives paid access to clean, sanitized content.

Service charges $25/mo to access.

www.wsj.com/coronavirus/ -> www.scrapingcorp.com/wsj/coronavirus/

2. Likely legal? (work for hire):

I hire someone to scrape news sites of my interest and create clone of this to my own, password-protected domain for my own access.

I pay $25/mo to guy/company to do that for me.

www.wsj.com/coronavirus/ -> www.mydomain.com/wsj/coronavirus/

#2 likely will violate TOS of some site but that doesn't mean it's illegal.

Loophole is that provider of #1 will be doing #2 as well.

Opinions?
