Ask HN: Offline Windows 10 parental control to limit screen time?

I would like to control my kids screen time. Windows 10 parental controls require Microsoft account (email) for kids. I don’t want to create one for privacy reasons. Are there any decent alternatives? What everybody else are using in Windows and Mac?
