A lot of flattening is also how you report numbers. If you die while you have corona and some other disease- Germany blames it on the other disease 100% and USA on corona 100%. I wonder how India and this particular indian state is doing it.
Kerala is in the forefront of most of the social indicators among Indian states [1] and in general has better disaster management.
