Ask HN: Service where someone picks up the phone and opens Pagerduty incident?

Hi. We're a small team and we need 24/7 support for a client. We're looking for a service that has people picking up the phone 24/7 that asks basic questions about the customer's problem and then opens an incident in Pagerduty or a similar tool so that the team on call is notified. We rarely get calls very late so we'd prefer to outsource this but haven't been able to find a providers for this. Thank you
