This repo looks like what amounts to a "I have an idea! Somebody else do it" project. It's just a ReadMe file.

Before you'll get any sort of quality contribution, you'll want to contribute... something at all.

Not sure if this is an existing project or not as the readme doesn't really say much; but- if you are looking for contributors for a new project, mentioning some details about how the programming language you are building this in, the skillsets that the project requires, a bit more on goals and current state would go a long way.
