Need a technical co-founder for startup

I'm looking for a technical cofounder to partner up on a new startup. I'm a design guy and entrepreneur and run one other small startup that has gotten a pretty good amount of press.

I don't want to disclose too much information about the idea here, but it is going to be a service for startups.

I need someone who knows: HTML / CSS / JS PHP / AJAX or RoR

In addition to these skills above, I'm looking for someone who is interested for the long-term, working with me to roll out new features and changes. Along with this, I'd love to partner with someone who can make decisions as far as software, hardware, scaling etc go.
