Ask HN: Using data to enable near-realtime response to looting and Rioting?

Do we have the system in place to trigger law enforcement in near real time? For example - unexpected gathering of mob at an odd hour, or many folks driving to the same destination in a map? Or, same phone number seen at multiple riot locations?

Do we have the working system in place? Or is it paralyzed by privacy concerns, or simply no one cares because there's no $$ to be made? My question is obviously because of concern from recent activities.
