How to Nab Unethical Hotlinkers?

Radaris.com is one of those scummy personal information aggregators. It shows up in searches for my name with the image from my public Google profile. I was going to hit them with a DMCA takedown request but I noticed they're hotlinking to my profile pic and to other peoples' Facebook profile pics. I'd think Google and Facebook would want to block them and I'd love to see that happen.

Does anyone know how to go about notifying Google or Facebook or have any connections to make this happen?
