Ask HN: Free alternative for Google exposure notification API

Is anyone aware of an alternative for the google exposure notification api (without need of Google play services)? If I understand correctly, the BT in background problem only apply to iOS and not Android, so a (google-)free alternative should at least be technically possible. Is anyone developing sth in this direction or know about any plans?
