Just out of curiosity, did you try searching for the information? It's pretty easy to find:

Yes down voting on comments start when you reach 501.

There was a recent post about HN's undocumented features: https://news.ycombinator.com/item?id=23439437

I searched google and that brought up the FAQ, where it’s not explicitly stated. I expected it to be there so that prompted the question.

Edit: I’m also kind of a noob here so didn’t know about that search tool. I’ll use that next time. Thanks!
