The 0x that you see in the code in many languages simply means "interpret the rest as a hexadecimal number". So the digits are in the range 0-9, A-F.
There are times you need a random constant that just has to be memorable. They used CAFEBABE. Apparently someone thought it would offend someone. So they switched to the popular DEADBEEF instead.

This week, one of our management, with choked emotion, declared that further use of the word "blacklist" would be a firing offense. (We do Linux, which uses it all over the place, so there's no way to not use this word in our work.)
Anyway, I don't follow things that closely, and googled this apparently heinous term. First result? A fucking TV show, that's still on, and has been on for years!
