That website's cookie notice is in blatant contravention of EU law. They set cookies if you even attempt to scroll, and you cannot opt out.
Do you actually feel that there is an interesting conversation to be had about this? I doubt it.

Incorrect. Consent under the GDPR, must be “explicit and freely given”. This means that the mechanism for acquiring consent must be unambiguous and involve a clear “opt-in” action (the regulation specifically forbids pre-ticked boxes and similar “opt-out” mechanisms). Hackernoon clearly state this with: "You can consent to the use of such technologies by closing this notice, by scrolling this page, by interacting with any link or button outside of this notice or by continuing to browse otherwise." along with two buttons, one to customise and one to accept.
