Not at all surprising, but a key point is the job security. It’s not ethics but livelihood that anyone pushing for full legalization has to fight against.
One potential answer is enforcement of legal medicine. Sadly underfunded.
Tangential, but I liked that a Senator in the 1930s found “ginger colored nigger” offensive enough to push for a firing.
