You literally have housing units sitting and collecting dust and people needing housing. The owners get plenty of notice to rent it out. If not, they are compensated and the property seized.

No theft is involved here at all.

Are vacation apartments included? And if they are not how can officials know whether someone visits a few weeks a year? Or will this target company owned apt complexes?
