I remember anekdata about Oakland, CA, from people who lived there. The theft from cars was rampant up to the point that folks weren't closing their cars. If the property damage is under $1000, the police doesn't even bother to try to act, etc etc etc.

Oakland isn't LA, obviously, but I'm curious to know if this could be a hypothesis as well: there wasn't spike because accounting now is different.

The less you report the less crime you have.
