Ask HN: How do you get your iCloud Keychain passwords back?

Not for the first time, when doing a fresh install of Catalina, I've found that half my iCloud Keychain saved passwords are missing.

Safari is missing all of its saved passwords.

(They still all live in iCloud, as confirmed by my iPhone)

I've tried the standard process of disabling Keychain, re-enabling Keychain, deleting its ~Library subfolder, re-enabling Keychain, restarting the machine, etc

Have any hackers dealt with the missing Keychain issue? How did you resolve it?
