Ask HN: Is it possible to donate small amounts to any strangers on the internet?

Hi HN! I was wondering, if you were given the task to do so, how would enable people to donate very small amounts (5cents) to random strangers on the internet (anyone on hacker news, reddit, youtube)?

Asking because my dad says it’s simple and I am trying to tell him its not. Also, I don’t think many people want such a feature.
