Ask HN: What are some good apilcations for working with PDFs on windows?

Mostly basic stuff stuff such as pens etc. Editing the text, etc. of a pdf would be bonus but not necessarily required. Any browser extensions might work too. P.s.- i have tried chrome, edge and acrobat.
