IT department people and job interviews

Does anybody have any experiece with people at IT departments of non-IT firms? Do everywhere people suck so much? I started working for a summer job at a pretty big corporation (at least by our standards -- they are a high-tech manfacturer of some electronic parts, by the way) my father is a CEO of and a major shareholder and was shocked by sheer incompetency of the people there (of the IT team). One even didn't know what FTP was. They were programming some classic ASP code, but didn't really know what they were doing -- they didn't even master the concept of a loop!

Is it everywhere this wild? Is it normal for companies to have no job interviews and test the knowledge of candidates? Is this situation normal?
