Per the ITU, StarLink would need Chinese government approval to operate in China. So they won't be able to sell their services in China unless they appease CPC.
Now you ask, what if you smuggle a StarLink device in? Sure, you can. Now if you are a suspicious person, they will search you at the airport for it. Assume you get one in and get caught with it, then its extra bonus detention time.
