Can anyone point me to a discussion of how this helps a system without an accurate time bootstrap itself to the point that it can perform a TLS session?

I skimmed the RFC itself, and it depends on TLS. But TLS depends on having an accurate time. I didn't specifically spot where the bootstrap problem was discussed. What did I miss?

I didn't see anything either. I suppose to bootstrap you could use gpsd.
