Ask HN: Hollow app store for sideloaded apps on Android allowed on GPlay?

By hollow app store I mean an app that catalogs apps that can be sideloaded. It only provides the link to the app and does not host the apps themselves. It also has reviews, ratings and screenshots.

Does this still violate Google Play's policy if this hollow app store is available to download on the Google Play store?
