Using Google Chrome (version 86) trying to download the eclipse installer gives me the error message that the installer can't be downloaded securely.

Google chrome having a market share of 66 % blocking a secure website (seemingly arbitrarily) is at least problematic.

I don't get an error on OSX...
Strange, I am using Windows 10 with Chrome version 86.0.4240.75 (Official build) (64-bit)

That error is what you get if you try to download something over http (https://www.theregister.com/2020/02/07/google_chrome_blockin...). The link I used was https. I wonder if you have something rewriting the URL on your PC...
Thank you for providing that link. That would explain the error. I don't have any extensions changing the url, I am however in Europe (Sweden) which probably allocates me towards different mirrors.

I will make sure that the mirror url provided by eclipse is not affected by anything on my setup, and if that's the case report it to the Eclipse foundation.
