Small Devtodo Equivalent in Bash (github.com)

A simple devtodo equivalent in bash. Work is still in progress and requirements are >=bash4.4.

Probably it will be rewritten in bash5 and use loadable builtins for mkdir and rm, so mv can be removed also.
