This is what is meant by "COUNT ALL THE VOTES!"--the dead, the illegals, the mutli-voters, etc. This will only get worse if the National Popular Vote compact gets enough states. Local fraud will no longer be contained in its effects to one state's electoral votes.
This shows that dead people are registered to vote. It does NOT show that the names of dead people are used to vote.
