It's very likely the case, but there's a reason that most outlets haven't called it yet. There's still court cases and recounts to be done.

The Decision Desk call would have taken into account plausible degrees of variation due to recounts. It probably could have been called several hours ago. It seems that at this point we're past 'very likely'.

I know a handful of states are having to do recounts.

It's almost certainly Biden but calling it at this point is irresponsible.
