I believe Adam Curry on NoAgenda has been discussing how if you ramp up the PCR test cycles to 60, everything returns positive. I think this is what Elon is getting at.
He talks about instant antigen tests, not PCR. He is waiting for results of PCR test right now.
That's the current and best procedure now. First you get tested with the cheap (8€) and fast (15min) antigen tests with a very low false negative rate. This also tests if you are infective. For confirmation if it's actually sars-cov2 and not some other cov, when you are positive you then get an expensive PCR test with an extremely low 0.1% false positive rate. The normal rate is 1%, but every probe is tested twice, ie in parallel.
