Ask HN: Is Android Spying on Me?

Whenever I turn off airplane mode on my Android phone, I can clearly see the wifi auto-enabling itself for a second and then disabling itself again.

I wonder if this is some kind of tracking feature((c) Google) that tries to quickly make a snapshot of wifi networks after I could have moved large distances, so Google will know my location(I have all user-accessible tracking disabled)?
