I think there are certain issues where there are opposing groups of users that go through the comments and upvote/downvote everything according to which side they support, regardless of the post being mostly factual or not.
It seems to me like it's an effort to control the conversation – it demonstrate the HN community is united in it's opinion. If you're on the winning side, based on which comments are not greyed out, you can feel good about it.
