It used to. It was updated a year or two ago to say that you can now use Github in regions under US sanctions, but with some significant limitations.

To be fair to Github they're doing what they can, and pushing the US government to let them do more, but there's not really that much they can do. To suggest that Github is racist seems quite wrong. This is wholly down to governments; presumably Github are doing what they have to do rather than what they want to do. Still, it definitely sucks for devs in sanctioned countries.
Renaming terminology is just marketing that doesn't incur any costs to the groups allegedly championed. On the contrary, it is a quite demeaning and belittling if you think about it a little harder.
