On one hand I feel sorry for them because they hired Oracle but on the other hand they did approve that legislation that you can tell the Australian government on private communications without impunity.
So it sounds like the Australian government set the best terms it could with a bunch of providers (including oracle) so that each individual agency doesn’t have to negotiate for the best deal or reviewing contracts. Is that how it works?
How much enterprise can you buy for "one billion dollars"? Quite a lot my friend, quite a lot.

Not if it has Oracle in the name, or SAP, or IBM.

The German Corona App from SAP and T-Mobile was 69 Million Euros (probably still counting).
