It honestly breaks my heart that the review author could understand the story in this way.

That's exactly how the story went, though…
Had Gollum been slain, justly or not, the Ringbearer’s quest would have failed. Not fate. Perhaps compassion. Perhaps mercy. Not, not happenstance.

To me, this seems like an important point in understanding the story. This may just be my own idiosyncratic opinion.

But it was unplanned, unless you buy the theory that Frodo had already ordered Gollumn to jump into Mt Doom if he betrays Frodo, and that this order is what caused Golummn to dance backwards towards the edge rather than dance in place.
Yes, it was unplanned. Grace usually is.
