I wouldn't classify this as a bug in Chrome. If a form submission goes through plain HTTP it is obviously not secure.
Agreed, but caught many people by surprise
Which irks me, there are beta, dev and canary release channels to help people catch changes like this (and can even be automated).

But they will in the end probably be happy with the speedup they will get from fixing their HTTPS/HTTP/HTTPS issue, e.g. not changing context, having double redirects etc.
