Blogger.com is down. Happen often?

I'm thinking of starting a blog on Blogger.com. However, the site has been down for a few hours today, off and on.

Is this a regular occurrence? Does it happen often?

Considering that Blogger is operated by one of the foremost players on the Web (Google), and in light of other recent outages (Amazon Cloud), the reliability and availability of service-based models is a technological issue of primary and general importance.

Should I post this query at Blogger?
