He's legit! Dr. Kory is affiliated with the University of Wisconsin-Madison. (I know this university very well. I happened to have gotten a Bachelor's of Science in Molecular Biology there before working for two years in an HIV vaccine research lab.)

At UW-Madison, Dr. Kory has received the James B. Skatrud Teaching Award for Outstanding Teaching in Pulmonary and Critical Care Medicine on behalf of fellows in the Pulmonary and Critical Care Medicine program, and the Outstanding Off-Service Faculty Teaching Award from the UW-Madison BerbeeWalsh Department of Emergency Medicine.

And I think his most compelling point is this: where's been the effort behind identifying effective repurposed drugs?
It does seem to be all focused on novel things, expensive solutions, etc.
