At best it's saying china is bad and china supports lockdowns, therefore lockdowns are bad.
China running propaganda to whitewash it's image wrt pandemic response has nothing to do with the scientific support for lockdowns.
The point clearly is that China isn't interested in pushing science.
There are many approaches besides lockdown being pursued and advocated for: wearing masks, social distancing, vaccines, etc.
