Cloud (or Virtual) PBX for the UK

I'm looking for a cloudish phone system that allows: 1) Ringing of multiple phones from one number, even if those phones are overseas 2) Tranferring of calls between those phones even if they're answered on a mobile. Grasshopper provides this in the US (lucky so and so's) does anyone know of a European equivalent we could use?
