First of all, it's not clear why they'd take the economic hit to provide a service like this for seemingly no reward.
Additionally, for something that advertises anonymity and security, this suffers from a fatal flaw: Why would anyone trust them to deliver when one can simply be in control and thus reduce the number of unknown variables and potential for things to go awry?
Anonymity and security are incongruous with black-box "cloud" services.

That's not how any of this works, at all. If somebody does something illegal is it absolutely your responsibility and you must implement certain measures or penalties can follow (host can suspend you, DNS providers can kick you off, third parties shamed and cut ties with you).
If I post something illegal to this forum I'd expect it would be deleted and authorities contacted (and perhaps measures put in place to actively prevent harm from taking place at all, where possible).
The EU is taking hard line action against lawlessness online, this defense won't hold up ("sorry it was the users I'm innocent" ended many years back).

Webtor is server side, downloading using Bittorrent protocol on their server. This is stupid and will put them in a lot of trouble.
