Ireland has open borders due low covid and 14 day quarantine, is it true ?

Another question: once I've stayed one month in Ireland, I can travel further in Europe even if I originate from north america ?

Nope. Not any more. they've had some cases of the more contagious UK strain and have gone into a 2nd lockdown, as of 26th Dec. Essential travel only and no more than 5km from home.
