I don't know how else you would govern a billion people, not all of them identifying as Han Chinese too. So in a way it makes sense. Wish it was more humane and democratic though.
You're right, I completely assumed DNA as any other data point about a person. Except it is quite clear there is no need for that unless you are planning on super soldiers research, or some other way of separating people through genetics (violence like genocide, or a sort of discriminant for creating an elite class).
Both of these sound more like Nazi Germany, but we are also coming from a western tradition of democracy and individualism. But again, there really shouldn't be a need for DNA collection of EVERYONE, that's Orwellian.
In the UK, anyone arrested (not convicted) on suspicion of many criminal offences has their DNA collected. I believe that more than 3 million people have their DNA in the police database, which is about 5% of the entire population.
The article says that China intends to get the DNA of 10% of its male population, which is about 5% of its entire population, so actually about the same as what exists to day in the UK.
The difference, and actually interesting aspect, is that, according to the article, China intends to do that "pro-actively" and in a way that would allow them to link its entire make population. Does that mean that they have an algorithm to decide who to collect DNA from to reach that goal or are they doing at at random?
