I downloaded Vmac and Mac OS 7 so that I can play retro Mac games which are in .sit format

I tried to extract the .sit file using Stuffit 2011 but it doesn't work.

Is there an emulator that can just play the .sit files from Macintosh Garden?

From experience, you may need to get hold of an older, more specific version of StuffIt to achieve successful extraction. 6.5 should work, IIRC.

Not exactly what you are asking for, but a lot of classic Mac software can be emulated in your web browser from the Internet Archive:
