I don't mean the executive decision to do it, but who actually clicks the button?

Is there a lottery system or is it some kind of performance bonus?

As you said for a VIP user account that's an executive decision

Customer service department. They will have multiple levels of permissions. So it might be a director or vice president level needed. The PR risk for a rough employee deleting VIP users, or deleting by accident is too high.

That's part of daily work expectations of the customer service department.
