What if Signal (its servers, etc) is blocked/shutdown by force?

What if Moxie is detained/etc?

What are the contingency plans, if any?

(Federation is apparently not an option because Moxie has previously ruled out the idea in no uncertain terms)

I spoke with a cybersecurity expert friend about this (he’s worked at major companies and top-level government security work) and long-story short he basically made it clear to me that if Signal goes down then it won’t work any longer.
It does seem like a huge movement of people are getting behind it. It is a little strange to think we could have an end to end encrypted social graph.
We might be better off without a centralised service - perhaps you are the one we need, to build a system-to-system app with no need for 3rd party assistance.
