Not terribly surprising, if you look at the PRs list. The React codebase is very complex, and so there are very few substantial PRs from people not on the React team. Really, most of the external PRs tend to be noise, and many of them are even "wrong" (ie, Hacktoberfest-style "add myself to the list of contribs"-type nonsense, or at least not actually useful).
