Despite the title suggesting a list of the usual US blockbusters, this is a list of Russian, South Korean, and Turkish films (and a few other countries) most of us won't have heard of before (with the possible exception of Parasite).
This is also true of film reviews. I remember seeing some movies from countries like India in the IMDB top 250 before they updated their algorithm to account for what you mention.
I'm usually annoyed by dubbed movies but the two trailers I watched (Attraction 2: Invasion and Son of a Rich) look really good and now I want to see them
I’ve noticed recent sci-fi, fantasy and horror movies from all around the world becoming really popular. And I love it, it’s nice to see refreshing new ideas, as a non American I love Hollywood movies, but since they’re obviously American centralized the American point of view, ideas and “local jokes” are inevitable. It would be great if the rest of the world would have more blockbusters so we could learn more about other cultures and their point of view.

Most pirated does not necessarily mean they’re good movies or movies you’d like. They just mean that the movies are good and/or the audience in some countries fell for some marketing and downloaded them. Some people may pirate movies based on such lists without checking the synopsis, reviews and ratings, only to be frustrated later at the thought of having wasted time, data caps, etc.
Some of the above is applicable to movies in theaters or on streaming services as well (Netflix, I’m looking at your movies).
When I saw Parasite as the number 1 item, I remembered my experience trying to watch it; I couldn't find a legit way to watch it using the existing services I pay for, so I downloaded it.
The rest of the items on this list look like they would also be tough to find, so of course people would resort to pirating.

they first few are quite good.
mostly based around "Shoot boxing" a fairly fast and close range and not terribly flashy but stull impressing martial arts form.

I like that restofworld.org aims to give a broader view to a broader audience, but man the website itself is just barf compared to HN.
