Killer robot wars paper meets “War Games” movie conclusion

This article https://www.theregister.com/2019/05/15/lethal_ai_weapons/ tells of the coming killer robot wars, and ironically meets some of the same conclusions as the 1983 movie War Games: https://www.imdb.com/title/tt0086567. Can Laws (i.e. international treaties, etc.) prevent LAWS (Lethal Autonomous Weapons Systems)?

But what will that really mean in practice?

What if someone fakes an attack coming from say Estonia, and then the US' autonomous weapons annihilate Estonia?
